eBay and Paypal

One of the legal requirements with pay-pal is proving who you are, but to my astonishment not until you want to change something.

For instance if you want to open an eBay account you simply can then if you want to open a Pay-pal account you simply can then, if you get married or change your name you then have to send you actual not a copy wedding certificate to prove it and get your account name changed when it would probably be easier to leave it and trade as an alias or open a new account, surely there must be a way of checking marriages or accepting a photo copy as you can imagine newly wedded brides are not interested in sending there new wedding certificate off to someone they have never met or spoke to.

It seems in certain forums that you Can fax a copy along with your passport but when my sister who is recently married contacted them they said they need the real thing. Grr.
